21、   Bad drivers in the District could soon get a serious warning sent straight to their cellphones. The city is working to identify drivers with a history of traffic violations, such as speeding and red-light carnet tickets, to send messages alerting them of their history of infractions (违规) while warning of their risks of getting into a fatal crash.

City officials say they hope the pointed messages (定制信息) will deter dangerous road behaviors. "Wu know that there is a subset of drivers that are putting others at serious risk with excessive speeding and red-light running," said Jeff Marootian, director of the city's Department of Transportation, one of the agencies leading the effort. "We're hoping that this creative approach can ultimately reduce serious injury and fatality crashes.”

"This is a creative approach that we haven't tried before, and we think that it is worth the effort,"  Marootian said. The concept, which D.C. officials say is a first among cities nationwide, is the latest effort to target dangerous drivers in a city where serious and fatal crashes are on the rise. City leaders said evidence shows drivers with multiple traffic violations are more likely to be involved in crashes.

Researchers have studied the relationship between repeat traffic offenders and serious collisions (碰撞),with some data suggesting a strong connection between the two. But some researchers also have pointed to other factors at play, such as the amount of time the driver spends on the road and exposure to traffic enforcement (强制性)systems.

A team from The Lab led by Muriel E. Bowser, is examining data from the District's automated traffic enforcement program to predict a driver's likelihood of being involved in a serious crash. It will create a campaign that could include text messages and mail sent to a sample of high-risk drivers. "We will evaluate whether drivers who receive these messages have fewer red-light violations, speeding violations, and Ultimately, clashes, compared to the group of high-risk drivers who do not receive the messages,"  according to The Lab.

The program is among the latest road-safety measures with the purpose of cutting the  growing number of traffic injuries and fatalities. Although the new messages appear as a warning to higher-risk drivers city officials said the intent is to educate the recipient, Marootian said there is no violation or fine attached to the message and that the campaign is to use data to directly communicate with individual drivers. Some questioned whether the message will work.

22、   Over the past few months huge groups of locusts(蝗虫), one of which occupied an area more than three times the size of New York City, have eaten up crops across the Home of Africa and the Middle East, leaving an estimated 20 million people at risk of famine(饥荒). The first generation's eggs are starting to hatch, and now even bigger swarms(虫群) are forming threatening. Countries from the Democratic Republic of Congo to Yemen, Iran, Pakistan and India, “representing a threat to food security and livelihoods,” says the U.N.'s Food and Agriculture Organization(FAO).

Desert locusts' populations explode when weather conditions are right. That explosion can create huge swarms that can travel great distance-more than 90 miles in a day-in search of food. Warm weather and unusually heavy rains in the Horn of Africa at the end of 2019 provided the moist(湿润的) soil necessary for hatching eggs. From there, the insects spread rapidly, resulting in one of the worst outbreaks the region has seen in more than 70 years.

A typical swarm numbering 4 billion to 8 billion locusts, can consume in one day the same  amount of food as 35 million people. Some swarms have been so thick in parts of Kenya that they have prevented planes from taking off. Governments have used widespread aerial spraying of pesticides when available; in poorer regions, where aircraft are unavailable, soldiers battle the swarms with handheld spray pump.

The FAO has appealed for $138 million to support affected communities, If the locusts are not stopped before the next generation hatches, the impact could be terrible: the FAO guesses that an additional 25 million people across the region could lose their crops. Scientists in Kenya hope a new computer-assisted tracking program that combines satellite data with weather-mapping software will help predict the swarms next destination, buying-regional authorities enough time to prepare a response. 24、Every 40 days a language dies. This “catastrophic” loss is being intensified by the climate crisis; according to linguists. If nothing is done, conservative estimates suggest that half of all the 7000 languages currently spoken will be extinct by the end of the century.

Speakers of minority languages have experienced a long history of persecution (迫害) , with the result that by the 1920s half of all indigenous (土著的) languages in Australia, the US, South Africa and Argentina were extinct. The climate crisis is now considered the “final nail in the coffin” for many indigenous languages and the knowledge they represent.

“Languages are already endangered,” says Anastasia Richl, director of the Strathy language unit at Queen’s University in Kingston, Ontario. Huge factors are globalization and migration, as communities move to regions where their language is not spoken or valued, according to Richl. “It seems particularly cruel,” she says, “that most of the world’s languages are in parts of the world that are growing unpleasant to people.” Vanuatu, a South Pacific island nation measuring 12,189km2, has 110 languages, the highest density (密度) of languages on the planet. It is also one of the countries most at risk of sea level rise, she says. “Many small language communities are on islands and coastlines easily subject to hurricanes and sea level rise.” Others live on lands where rising temperature threatens traditional farming and fishing practices, leading to migration.

In response to the crisis, the UN launched the International Decade of Indigenous Languages in 2022.
