21、The proposal for a new Indonesian capital city has been on the cards ever since the country gained independence from the Dutch in 1945. The political and economic crises which followed have long delayed the plan, but current president, Joko Widodo, now appears determined to make the move a reality. The government officially confirmed that the capital will be moved from Jakarta to a new location within Kalimantan, part of the island of Borneo in Indonesia.

A number of factors are likely to have influenced the decision to forge ahead with the move, but it seems likely that Jakarta’s environmental problems are chief among them. Built on swampy(沼泽的)ground, Jakarta is sinking, in some parts at a rate of 20cm a year. Experts predict that most of northern Jakarta could sink beneath the sea by 2050. What’s more, Jakarta is rarely mentioned without reference to its extreme levels of traffic jams and air pollution. There could be other reasons too. John McCarthy, an expert on land use in Kalimantan at the Australian National University Crawford School points to a potential desire to spread wealth throughout Indonesia. “Jakarta is the most highly developed core of Indonesia which sucks all the money and opportunities from other areas,” he says. “I think there’s logic in splitting the economic and political capital.”

But the location of this new political center is proving controversial. Some environmental groups are concerned that the chosen location in East Kalimantan will increase logging and destruction of nearby forests, home to orangutans and other endangered species. Indonesia’s planning minister previously told reporters that the new capital will be a sustainable “forest city” that won’t result in the destruction of protected forests, but how exactly this would work has not yet been explained.

Despite these challenges, the government is now putting its plan in motion. But even if this new capital is built, Jakarta will still need protection. Home to ten million people, the city simply can’t be neglected.

22、The Pacific island nation of Nauru used to be a beautiful place. Now it is an ecological disaster area. Nauru’s heartbreaking story could have one good consequence — other countries might learn from its mistakes.

For thousands of years, Polynesian people lived the remote island of Nauru, far from western civilization. The first European to arrive was John Fearn in 1798. He was the British captain of the Hunter, a whaling ship. He called the island Pleasant Island.

However, because it was very remote, Nauru had little communication with Europeans at first. The whaling ships and other traders began to visit, bringing guns and alcohol. These elements destroyed the social balance of the twelve family groups on the island. A ten-year civil war started, which reduced the population from 1,400 to 900.

Nauru’s real troubles began in 1899 when a British mining company discovered phosphate(磷酸盐)on the island. In fact, it found that the island of Nauru was nearly all phosphate, which a very important fertilizer for farming. The company began mining the phosphate.

A phosphate mine is not a hole in the ground; it is a strip mine. When a company strip-mines, it removes the top layer of soil. Then it takes away the material it wants. Strip mining totally destroys the land. Gradually, the lovely island of Nauru started to look like the moon.

In 1968, Nauru became one of the richest countries in the world. Every year the government received millions and millions of dollars for its phosphate.

Unfortunately, the leaders invested the money unwisely and lost millions of dollars. In addition, they used millions more dollars for personal expenses. Soon people realized that they had a terrible problem — their phosphate was running out. Ninety percent of their island was destroyed and they had nothing. By 2000, Nauru was financially ruined. Experts say that it would take approximately $433,600,000 and more than 20 years to repair the island. This will probably never happen.

There were moments when we weren't sure if Chris was going to finish, and moments where we knew he was struggling during the run. And the fact that he crossed the finish line with time to spare was something I'll never forget. It felt like in that moment he was carrying the Down Syndrome community on his shoulders.”

But what Chris did next was even more herculean. He took Caleb under his wing, became an instructor, worked out with him and planted a dream. Caleb met Chris at a bike camp in Orlando. It can be difficult for kids with Down Syndrome to ride a bike because of their balance. One month after the hike camp, Caleb had mastered riding a bike. “I couldn't believe it, hut I could. He was inspired by Chris. That encounter made an impact on him,” she said. It wasn't long before Caleb started participating in triathlon clinics.

Last weekend, Caleb finished his first mini-triathlon. He is believed to be the youngest person with Down Syndrome to ever do so. He also received an invitation to compete on Florida's Special Olympics triathlon team—the same team Chris is on.

As it turns out, landfills (垃圾填埋场) are built into solar farms all over the country. While they present a bigger challenge than building one on flat ground, the idea of turning landfills and brownfields from their waste state into a new service for the community is deeply appealing.

For example, Nexamp’s Solar Star Urbana Landfill community solar farm occupies nearly 40 acres on a landfill. It features nearly 14,000 solar panels and produces 5.2 megawatts of clean energy for low and middle income residents (居民), who receive discounts on their energy bill if they sign up to take on the solar energy. Annapolis Maryland has one too-55,000 panels on an 80-acre landfill, producing power for 2,500 people.

It isn’t the easiest thing to build a solar farm on a landfill. For one thing, the traditional method of securing the panels on concrete struts (支柱) buried in the ground is out of the question, as it would break the cap on the landfill. This also currently puts a landfill solar panel out of the reach of current technologies that allow the movement of the panels to follow along the sun.

However there are also aspects which are easier, for example there are usually communities that live nearby landfills, and the local cheap power access can help save them money. Furthermore, there’s no risk of facing high land prices.

There are more than 10,000 closed or capped landfills around the country, and perhaps as many as 4,000 of them could be turned into solar farms immediately.
