Why is “buy things” in Chinese spoken as maidongxi (buy east and west) , but not mainanbei (buy south and north)?

During the two sessions (两会), Lei Jun, the founder (创始人) of China’s tech company Xiaomi, called for more e-waste recycling (回收利用) plans in China.
According to the 2020 UN Global E-waste Monitor, the world’s e-waste will reach 74.7 million tons by 2030.
